GMU 4 or 12 for a cow elk ?

What unit between 4 and 12 is the best for first season cow elk hunt?With no PP I will not draw any muzzleloader season tag,so I am looking into first season rifle cow hunt.I know both of these area get alot of hunters but the success rate is high.

Don't know 12 but from 01 through 06, our group filled 52 of 56 elk tags, 1st season, unit 4. About 10 were ES placed on bulls. This year I didn't go but they had 4 tags and didn't fill any, go figure. This happens about once every 10 years. I just can't tell you where in 4 we hunt cause at least a few of us hunt it every year.
