Wrong. The final rule as recorded in the Federal Register makes it clear that bump stocks are "machineguns" according to the NFA & GCA.
If the bump stocks aren't "machineguns" according to federal law then Trump wouldn't have been able to ban them like he did.
Trump's rule required law-abiding Americans to destroy or turn over their bump stocks by March 26, 2019 or be in violation of federal firearm laws.
