No that Remington shotgun would have been loaded with 1oz. slugs or "00" buckshot. At that short range, "00" buck would have a small pattern that would have prevented it from hitting the hostage. Hit with either one, you would not want to see the damage it did to the suspect's head. Brains would be all over the pavement.
