How did they set quotas for NR Gen Elk Regions?

I cant recall how they determined the NR Regional Tag quotas? Was it based on the data? Did they try and match the historic pressure or was it just random numbers pulled out of the air?

Average number of NR gen elk hunters between 2019-2021 that reported hunting a gen unit in that region as either their first unit or most days hunting on their survey. Cant recall which criteria off top of my head but I believe it was most days hunted.

Then they asked Sy what he thought and then added several hundred to the Western and Eastern regions.
