Read the states draft elk management plan.
There are pretty telling maps.

Land owners that have crop damage from wild critters should only be compensated if they allow hunting on the property that is being damaged. Not allowing hunting means no compensation.
Just my opinion.

I think getting compensated is ridiculous and any rancher worth his salt would never even consider it.
Allowing the government to help you is only openning the door to problems.
