If I'm right I think they have to own at least 640 acres in one piece within one unit and if thats met then there is some sort of allocation system. I'm not sure about any ability to re-sell them. I'm glad landowner tags aren't a big issue here.
IDktm is right about the having to own 640 acres. The landowner is then able to put in for the landowner tag drawing, they only give out so many and it is on a draw system. The landowner tags are non-transferable(sp).
My mistake, I was told they could only be used by the landowner or the member of his family that had drawn the tag. Oh well, can't be right all the time.
