Late hunt Elk SW Desert or Plateau Boulder

Guys I could use some advice; I can pull a late hunt on either of these units in 2012 Let me add I can't hunt a early hunt. I would rather eat tag soup than tag a small bull. So I'm wondering which of these units would produce the best late hunt and or bull?
