Left Over Tags

In NM if the unit goes under sold on allocated tags do thye sell the left overs after the draw?

I think they go into the 4th choice pool. NE,NW,SW,SE quadrants are picked on application. You don't know what unit or hunt til issued,but it is for same weapon as first choice.

Usually there are a ton of left over deer and javalina tags for sale not so much for elk though.
