-Equally divide the existing Elk units into two categories: 1) High Quality, 2) Quality.
-Bull/cow ratios, and herd dynamics should be set by a group of Biologists, based on health and unit capacity.
-Numbers set by the biology board will be followed and maintained. NO EXCEPTIONS
-Mandatory harvest reporting on every tag, filled or unfilled.
-Spike and cow hunting would be rotated between units as needed, only as a management tool.
-The hunter has to choose one and only one type of elk to hunt/apply for each year. (G.S. Standard, Quality or High Quality)
Archery dates: Aug 21 - Sept 17
Muzzy dates: Sept 18 - Sept 26
Rifle dates: Sept 27 - Oct 7
50% of tags go to Rifle
20% of tags go to Muzzy
30% of tags go to Archery
High Quality units:
Manage for a healthy maximum population of "High Quality" bulls. Limit number of tags. Draw odds would most likely follow suit.
Quality units:
Manage for a healthy maximum population of "Quality" bulls, or mid level bulls. These units should be comprised of the larger herds in the state, for the ability to offer more tags. Issue enough tags to have better opportunity and lesser quality than the High Quality Units.
G.S. Standard Units:
Manage for a healthy maximum population of "lesser quality" bulls. Issue tags accordingly to fall into place.
I am trying to appeal to every type of hunter as fairly as possible, and trying to allow the most potential hunting opportunity. As well as have valid credible input to how our herds are managed.
I do need some help on a few issues though. I know that it would be difficult if not impossible to replace our current system with this, but How would you run the point system? I thought about only taking away only the points it took to draw the unit, meaning if a Quality unit took on average 6 points to draw and you had 10, you would retain 4 points?
Also would you "charge" 1 point to hunt a GS standard unit?
I also really like the idea of having Weapon rut hunts as choices. Meaning bowhunters could hunt the peak rut in a certain unit, and the rifle hunters could have the peak rut as well in a different unit the same year? But how would it all fit together? And dont give me the its too complicated BS.
I also believe that archery hunters should be used as managment tools, and could be great way to up a states revenues from tag sells. More tags issued and few animals taken.
