Just read an article about a new ATV law which now allows DOW officers to ticket illegally using ATV's. Glad to see it however the fine would only be $100 so I'm not sure if that will be enough deterrant to stop them. I've unfortuantly had several bad experiences with ATV's going wherever they wanted and spooking game. Guess it's a step in the right direction!

$100 is not stiff enough, make it 500 or 1000 !!

I think the most effective part of the new law is that you also lose points towards your hunting privileges, just like a poacher.

That is right. If you get caught while hunting, you can lose 10 points. 20 points will get your license suspended and may suspend your future hunting rights. So just 2 infractions has some bite.
