Northern AZ deer watching?

I'm headed to St George Utah this week for a few days of relaxing with the wife. Is there anywhere relatively close to watch some rut activity? I'd love to see some bighorns as well if that's an options. I'm aware of the National Park options nearby, but was curious about some other places to go find some deer. It looks like the northern Az units are draw only, so hopefully someone has some advice that isn't impeding on their typical honey holes. I'll likely never hunt AZ in my life anyway.... Anyway, any tips are appreciated, PM me if needed. Thanks in advance!
