Ogden Moose Unit Public vs Private

A friend has 15 points for moose this year and is trying to commit to a unit. He is wondering if there is enough good public land to hunt in this unit or not? Would no access to private land cut his chances at a good mature bull? Thanks in advance for any intel.
 
I would be nervous about the Ogden unit. They had a hard winter last year and they just sent another 20 to Colarado. I have close to the same amount of points and thinking about just buying a point this year.

Put in. There is plenty of public land to hunt. As was stated before, the moose got hit hard in this area last winter and the DNR gave some to Colorado this year. That being said there will still be moose. When he draws, PM me I can point out some areas that are public if you want.
