As a NR I am glad and sad at the sametime about this.
A few years ago I messed up on my elk application (so they say) and lost a loyalty point and my bounus point. I cashed in my elk point's this year because of this.
I have max NR deer point's and DO NOT want to loose these because of some clarical error on my part or thier's.
But yes for future point's builder's this is a bad deal since everyone with a credit card can front the application fee.
I am not a rich person but got in to deep year's ago.

No doubt this will affect NR's the most. Now more will apply for the "up to 10%".

I'll admit it is easier, more convenient and easier to fund considering there are 6 in my family. Still, I hated to see this day come.
