Over the counter ELK?

Just curious if anyone knows about the over the counter Elk tags that are being issued. there are many unit including 12A,12B,4A,4B,6A,19A,21,16A,44A. Where the Elk populations have grow too big in their natural habitats and moved down into these area's to where they want these animals killed and removed out of their "new" habitats. Well getting to the point, does anyone know or have a good idea of the best area to hunt that may have a better opportunity to kill one of these trophy elk. Any ideas are good ones. You may have missed the boat not being there on the 1st. This is a tough hunt for "any elk" let alone trophy bulls. For example they estimate 30 elk total in the little colorado river basin for the 4A/4B hunt with well over 1000 tags sold. I did hear of 1 bull taken since the 1st of Jan. Most of these elk are on private prop.
