Partial re-sizing and neck tension?

A few of my buddies and me partial re-size for most of our guns. I have noticed on some of them that when bumping the shoulder back about .005" compared to a fired casing only part of the neck is being re-sized also. Some of these are half or less and we dont crimp any loads or buy bullets with a cannelure. I would think this would make it easier to get some bullet run-out and possibly have a bullet slip, changing your O.A.L. Have any of you guys noticed this while partial re-sizing and what if anything have you done to address it. I think I might order a neck sizing die to partial re-size and then follow up by sizing the whole neck. Any feedback would be greatly appreciated.
