Are you sure that is what this memo is saying? May want to reread it again and then come back and discuss.

It opens a possible route to close areas for longer than 30 days. Right now I don't believe there is policy to extend closures past thirty days.

Go read their policy before. It allowed closures of up to 24 months without any congressional notification and all it took was for it to be enacted on the "discretion of the authorized officer".
