Question on number of tags available in the draws

So looking at some draw statistics. I noticed that many of the units don't have the correct number of tags available for the NR draws. Are non-resident landowners pulling some of these tags out of the pool before they even get to the draw?

Here is one example - unit 40 type 9 elk.
There were 100 tags available.

100 tags x 25% for NR x 40% for special x 75% for preference point drawing = 7.5 tags. However the draw stats on the Game & Fish website says the quota was only 6 tags.

100 tags x 25% for NR x 40% for special x 25% for random drawing = 2.5 tags. However the website says the quota was only 1 tag.

100 tags x 25% for NR x 60% for regular drawing x 75% for preference point drawing = 11.25 tags However the website says the quota was only 7 tags.

100 tags x 25% for NR x 60% for regular drawing x 25% for random drawing = 3.75 tags. However the website says the quota was only 2 tags.

So in this example, did NR landowners pull 7 of the 23 available NR tags?
Or do resident landowners pull from the NR pool?
 
Elk allocation is 84/16, not 75/25

Yes, they draw landowner tags first, but I doubt many landowners get type 9 tags.
