raise funds to pay coyote bounty statewide?

I would like some ideas on how to raise funds to pay a fixed rate, perhaps $25, to pay for a coyote bounty. Does anyone have any ideas how I can get started on such a monumental task? I live in Arkansas.

Why on earth do you need a bounty. Every hunter shoots every coyote they see anyways bounty or not. Also the guys who are good at it love doing it, so they would probably kill as many coyotes regardless of if they get paid or not. Waste of money in my opinion.
