I am a little confused about the RFW program. Do you have to draw a permit specifically for the ranch or if you draw a permit for the unit then you should have access to all participating ranches in that unit?

You have to draw a permit specifically for the ranch you want to hunt. The draw is open to Colorado residents only. Non-residents can purchase hunts directly from the ranches, priced similarly to a guided hunt (or sometimes much higher).
