Reduced Price Elk Cow/Calf Tags

I am a Wyoming Resident. For elk I only drew one reduced price cow/calf tag. Can I purchase a General Elk Tag and an additional reduced price cow/calf tag. I would then have 3 elk tags. Is this legal?

"Applicants may apply for and receive only one (1) Reduced Price
Cow/Calf license through the initial drawing period. After the initial draw
is completed, any person may receive up to two (2) Reduced Price Cow/
Calf licenses. However, no person shall receive more than a total of two (2)
Elk licenses under any type, in any one calendar year."

Therefore, you could buy a second cow license to make your total of two for that type or buy that General tag to make your max total of two elk tags the way I read the last sentence.
