Does anyone happen to know what % of nonres deer, elk, and antelope tags went in the regular vs special draws in 2013?

I should also add that before that split the total number of tags is split with 75% going to the PP draws and 25% going to the random draws. Everyone starts in the PP draws regardless of whether they have any PPs and then those who don't draw a tag all go into the random draw.
