Comrade Chili Shart has 10 days excluding Sundays to sign and I predict he will use every one of those days to stall. I would not be shocked if he were to Veto the bill just to send it back to the Senate for 2/3rds vote. All the while claiming to his base the Congress is neutering his powers as Executive. Most of his base will believe it, they love Russia more than they love America.

He knows Putin will fire him and his pipeline to dirty Russian money will cease to flow permanently. Every piece of kompromat will come to the table, it will be raining shoes and Mueller will end the legacy of all of daddy's money.

I wonder how long Melania will hang out when the repo his golden toilet from Trump Tower? If she is smart she will wait until the last second and write a best-selling book.

What about Tillerson's $500 billion dollar deal? Yeah, he loses it, just like Exxon lost in court when it was discovered they bypassed sanctions. Funny, he was against the Sanctions bill, fancy that.

Unlike you, if Trump shows to be a con man in his first term, many of us will not vote for him the second time around. That stills makes us smarter then you since you voted twice for Obama even after he failed to keep many of his promises during his first term and was scandal ridden during that first term.

If he veto's it, of course he will be ragged on by the left and the media, that's a given.
Even though it includes N. Korea and Iran the Trump/pro Russia war drums will beat even louder.

But it's a crap bill and several negative effects would probably occur.

Bad for US businesses.
Loss of Europe influence.
Retards Executive order for sanction removal.

It's best for America if he does veto it. Sanctions are imposed when the Goverment doesn't have a clue as to what else to do.

DW, I know you are a little..special, the point of this post is not will he sign it, but when.

He has no choice, he could..veto it, but a re-vote would happen immediately and he would have to sign it. So there is no point in going down that road.

That being said, he would have signed Skinny O'care Friday morning if it had passed, again it would have bumped 15 million Americans off health insurance. According to Kaiser Family there is 1 death for every 830 people who are uninsured. So 15 million uninsured people equals 18,000 deaths.

Yet when it comes to Russia Sanctions we hear the WH state he will sign it, Pence said yesterday he will sign it soon, so when is he going to sign it?

I predict Aug 10 or 11th, basically the very last day and at this point I would not even be surprised if he placed a Veto on it forcing a re-vote to override simply for the fact it will buy him more time. One way or another it will pass, yet he appears to lack any time-urgency, why? Why is his guilt-ridden hesitation so predictable?

Negotiating? Wow, you really are absolutely clueless as to what is going on DW. This is a take it or take it reality.

The time for negotiating has come and gone...and Trump was the sole advocate for lessening sanctions if not dropping them altogether, he lost. There are no more negotiations, the bill is finalized and has been since it passed. He is predictably stalling because he knows what will come next after he signs it.

Take 2 minutes out of your life and read up on it.

At that time the writing was already on the wall that increased sanction legislation was going to pass with a veto-proof margin.

Ryan made a pathetic attempt, childish really to stall the bill until the August Recess. This obvious action was taken because if Congress is in session the POTUS has 10 days to either sign or veto it. However, if Congress is at Recess the POTUS has a choice to not sign and let the bill die. This was Ryan's plan and his only feeble option.

During the Recess if the POTUS chooses to not sign it, it is referred to as a Pocket Veto. He basically puts the bill in his pocket and never signs it, it goes past 10 days and dies.

But any novice member of Congress from the other side of the aisle would simply hold a Pro-Forma Recess. Thus cancelling any attempt of a recess appointment or death of pending legislation. Hence Congress is currently in a Pro-Forma Recess

I think Dear Leader is weighing the options. He will certainly place a signing statement on it, which kind of means nothing. He could sign it but not abide by it, or he could actually place a Veto on it to buy more time. If he plans to run in 2020 he will not Veto it, but if he does then he has no real intention of re-election.

Generally signing but not abiding has more to do with keeping the government running, like a rider for the budget or debt ceiling adjustment. I don't believe any such attachment exists as the Sanctions Bill stands alone.

Dear Leader knows the second he signs this bill it will end all of his future and current investors from Russia. It will also trigger Putin to bury Dear Leader by exposing any compromising information he has.

These are not the actions of an innocent man with no ties to Russia, just the opposite. This is why his actions are so easy to predict, think about it, if you were totally dirty and made a deal but did not delivery, you know what is coming your way. I'm not a psychic, it's just common sense.

Not that it matters, Trump is so dirty with Russia his only safe zone once out of office might just be Moscow. He made a deal with Russia and did not deliver. Dear Leader owes Russia and knows dirty Russian money is what keeps him in his empire. Why else do you think he put the most Pro-Russian administration together in the history of the Presidency?
