LAST EDITED ON Mar-10-19 AT 02:06PM (MST)[p]I'm not 100 percent sure what the ramifications are going to be. The Bill text is extremely vague in details. There are a couple of things that do stand out:
1. There will be 8 members. 4 from the Senate chosen by Pro Tempore ( Brent Hill). 4 from the House chosen by Speaker of the House (Scott Bedke).
2. The council is authorized to receive input, advice, and assistance from interested and affected parties who are not members of the legislature.
I've got a good idea who the council will be taking their input and advice from (hint, it isn't going to be from public land advocates). I'm sure that IFB will have a lot of sway on this council.
The devil is in the lack of details. The scope of the council does not appear to have much oversight or direction.
