Shouldn't Utah's taxpayers get a kiss first??

After reading that link and knowing what RB and BGF are all about I have come to a couple of conclusions. 1---The guy is a genius! 2---The Utah Legislators and DWR are corrupt and/or idiots and probably both!

This is my favorite quote from the article:

Only in Utah do we pay private contractors millions of dollars with no accounting or reporting requirements. And people wonder why sportsmen are worried about what would happen if the State suddenly had control of 31 million acres of public land?
