Sighting in

I have a strange problem. When I was sighting in my new Encore Endeaver using open sights,I would adjust the sight to lower my point of impact. It did not drop but stayed right where it was. I made 2 different adjustments moving the sight as low as I could and moving the sight about about 1/3 of the total of the entire sight and nothing changed. I had a great group of six shots 4 inches high dead center (at 25 yards). I moved out to 50 yards and the same thing happened. Please give me your opinions on what may be causing this. I was shooting American Pioneer Powder (100 grains) and 250 grain shockwave. I replaced TC's rear sight with a peep sight which I was using. All I can think of is it is the way I am aiming but I moved the sight so far it should have moved down.

Sounds like the front sight is too short for the peep. Ron
