All the states should require licenses to be purchased by each applicant, in person on the same day.

For example; June 15 all states could begin selling big game hunting licenses with the above stated requirements. Hunters would need to travel to the region where they want to hunt to obatin licenses from that region. Money (or credit card payments) due upon applying and obtaining a license. Licenses awarded on a first come first serve basis. In addition, no one would be allowed to purchase more than one license per person, per state, per day. We may need to add a provision allowing adults to purchase licenses for their (immediate family only) youth hunters, youth being defined as a minor. This would allow residents in every state the first opportunity to obtain hunting licenses in their respective states and regions. Any available licenses not claimed by residents in the first day would be available to non-residents on a first come first served basis. In addition, residents that are unsuccessful in their first attempt could apply for left-over licenses.

Everything would then be on an even footing. It would also increase the amount of money hunters pump into local economies. I believe you would see more businesses courting hunters and their dollars. We should also be better able to assess the actual benefits communities derive from hunting as well.

If you really wanted to be nasty you could require that any non-resident outfitters or guides offering services to non-resident outfitters would be required to obtain their license/permit to outfit/guide the same day as licenses become available. Non-resident outfitters or guides offering services to non-resident outfitters would also be required to obtain the license/permit prior to obtaining any hunting licenses. Recall it was stated above that a person can only buy one license per person, per day, per state.

Still seems fair to me.
