Should this guy be disciplined?

The SCOTUS has ruled(Twice)that due to the 1st Amendment of the Constitution, it is unconstitutional for a government (whether federal, state, or municipality) to prohibit the desecration of a flag.
FYI, I am a Veteran, and this chaps me severly, but having the freedom to do this, is why we the greatest nation on earth. You have to be able to accept the good with the bad.
