I have no idea what the value of two horses and two mules are but $15K seems like a slap on the wrist for 6 felonies.

How did he get off on the other charges of "10,000 rounds of various types of ammunition, a 1997 Lariat two-place snowmobile trailer, a packing tent and various horse and mule tack and packing equipment that belonged to the Forest Service"? According to the previous articles they found the stuff at his residence long after his retirement. Seems like a pretty simple case of additional theft to me.
 
He will probably sell the 10,00 rounds of ammunition, tack, tent, trailer to pay the $15K fine and will still have money left over in his pocket
 
Age probably played a factor in the whole thing. “If you’re old and leave important stuff in your garage that shouldn’t be there, then it’s ok.”
