If a non-resident has 20 elk points going into the 2013 drawing, what are the chances of that non-reident drawing a unit 10 bull tag in 2013?

I looked up some CO statistics yesterday and I will be surprized if minimum to draw as a NR in 2013 is not at least 21 points.
My wife and I both have 20 and I put unit 10 down for her choice this year. If she did not have lupus and had a little more energy and stamina I would have gone with 61 and started planning the hunt/trip. We'll see. Thanks guys!
