This is my first year in colorado so I'm still learning the ropes so I need some input. In the proclamation it says that 18 1st season had leftover tags, but in the colorado points article it says it didn't.

So which is right? My dad and a friend were going to wait and just buy the leftover tag when they go on sale, but now I'm not sure if they would be safe waiting. What do you think?
