Unit 47 and 48 Elk

It looks like there may be some leftover cow tags in these units. I'm planning on coming out on an antelope hunt w/ my 12 year old son and was thinking about trying to get him a cow if we have some time. Eastman's says there isn't great public land access, but it looks like there is a fair amount in my delorme atlas. Maybe the elk are mainly on the private ground?
What is the access really like and would we have a realistic shot at getting a cow?
