Big mule deer. I'd have to look into it a little more but some place on the western edge of the state.....does this "fantasy" allow me to hunt without an outfitter?

I would like to go back to 144, I hunted it for many years until it got to popular. I know it is crowed but I love that country and getting a buck wouldn't be that important.
