Which OTC elk unit?

So my dad has 18 points for elk in Utah, and when he got his unsuccessful notification this year I thought he was going to lose it! He was so bummed out! So I figured we would head to CO to do some OTC archery elk bull hunting this September. I have limited knowledge of the units, but was hoping some of you CO guys could point us in the direction of a good OTC unit that would have a decent chance at a bull. Obviously with the OTC units we don't expect a 400" monster, but a crack at a nice 5x5 or small 6x would probably replaced the spring in my dads step.
