If the debt is decreasing why do we need to raise the debt ceiling?

Could it be because President Trump saw a bunch of cash in the Treasury and has been spending it like a drunken sailor?

Those who proclaim to be Fiscal conservatives should be outraged but nary a whimper about what the Trump White House is doing.

I guess we can watch the party end under Trump if that floats everyone's boat. He has never made a full debt payment in his business life who maybe his plan is to stiff all the retirement plans and American investors who hold the majority of our debt.
