Wolf Introduction?

So read up on the proposed introduction of wolves to manage elk herds on on game refuges in southern colorado. They are looking at the baca, alomosa, and monte vista wildlife refuges. Which the latter 2 being just north of the stateline. Wondering how or if the wolves would make there way down if approved. Sorry i would post the link but not sure how.
