Jail is not the answer.
When you put a person in jail, tax payers fund his food, heating, water housing etc... Instead, he should receive a couple thousand hours of volunteer time. Forces him to pay for his own bills but yet with so many hours he has little to no time for any personal hobbies. Also, if he is forced to volunteer for things like habitat restoration, cleaning up shooting ranges and other hunting related things, we all benefit...
Fines, loss of hunting/fishing... yes. Jail, hell no we already fund enough lazy POS's in there.
