Youth application question

So I went into my daughters account tonight in order to buy her the Junior Big Game license and Fishing tag. The combo tag is $15.00, not a bad deal but the only option there was available to purchase the "add on" stamps was the $10 ($5 for habitat stamp, $4 for Access validation and $1 for something else). Both the Big Game and Fishing Rules specifically states that anyone under 18 does not need to purchase the $4 Access Validation stamp, yet it is included in this option. Just wondering if anyone else has noticed this and what your opinion is on it? I am thinking about getting her the license' without the stamps and just getting those seperate after April 1st so I won't have to get the Access Fee.

For the low cost of the licenses for youth, don't you think it's worth a measily $4 to put in for that? A pack of cigarettes cost more than that and before you jump on me, you asked for our opinion!
