Your daughter will be just fine with her California issued Hunter Education Card when applying for big game here as Arizona honors all other states and provinces valid Hunter Ed Cards.
The reason nonresident folks contemplate bringing their kids to AZ for a Hunter Ed Class is that the kids will earn a permanent bonus point for completing the class that will aide them in pursuit of a permit in our future big game drawings.
We will be hosting our next Nonresident Supplemental Hunter Ed Class for any age nonresidents who currently hold their own home state's Hunter Ed Card the first weekend in January 2014 (Jan 4th) in the Kingman, AZ. Master Hunter Ed Instructor, Don Martin, a frequent poster in this MM forum, will likely be the lead instructor for the class. It is a 1-day class where we share a considerable amount of valuable information to assist you in having a legal, safe and successful hunting experience when you visit AZ on your hunting trip. It is a terrific time of year to be in the Arizona outdoors with seasons open for waterfowl, quail, archery deer and javelina, plus some pretty good predator hunting. You can come for a long weekend, take the class and spend some time in the beautiful desert too.
Don usually secures discounts from a few of the local motels for our traveling students or if you bring a trailer you're welcome to camp out at the 7 Mile Hill Shooting Range where the class is held. One other option is getting a room at one of the resort casino/hotels in nearby Laughlin, NV.

Give him your information and he will give you a fax number &/or an email address that he will want you to send a copy of your proof of completion of a hunter education course from your home state or province. The only caveat is that the class had to have been completed in or since 1980.
