Another Co preference point ?

I just sent in my application for deer. Then I noticed the perference point change. I didn't draw a tag last year. The way I read the change I won't get a point if I don't draw. The point is $25. I used the on line system to apply. I didn't see a place to purchase a perference point on the application. I have just enough points to maybe draw the unit I applied for.If I don't draw can I purchase a point before next year? I am a non resident. One more thing. We have to purchase a Habitat stamp here in NM. Because it is for State and Federal land access my hunting buddy says one stamp should cover both states. Im sure he is wrong. Does anyone know about this? Thanks for the help.

You will get a point if you apply for a tag and don't get drawn. They just deduct $25 automatically from your refund. This was in answer to your exact question I asked to a DOW employee, so hopefully it is right.
