What is the most desired muley hunt (State, Region)?

I have been considering putting in out of state and need to get any info on hunting trophy mule deer. I been hunting Northern Utah for 15 years and can not break 26".
I shot my first mule deer with my new muzz this year,24" 4X4 but I along with everyone eles am geeting thirsty for that 30" buck.
What state holds the biggest?

buy the arizona governor's tag and then hire the muley crazy crew.

I would look at Mexico. I know you asked for best State but you can not beat Mexico for some big muley bucks.
