13 vs 131 cow tag?

Thinking about a meat hunt 2nd or 3rd season this year. Any experience on public ground in either unit? PMs are great, thanks in advance.

I was thinking if I walk in a mile or more I'd get away from most pressure. How 'bout that? Any better ideas for filling the empty elk freezer on 2nd choice draw in CO this year? Responses including zucchini will not be helpful.
