I'm currious how this is going to work out...

Montana allows 'up to' 10% of the permits be awarded to NR. Having the NR draw 3 months before the resident seems like they're going to have 2 pools of permits instead of one? I'm thinking the NR draw odds just increased?

i've been going there for several years, but montana has pretty much priced me out with the recent price increases. hunting western biggame as a nonresident is becoming a thing of the past for a lot of folks. what a shame.
