Any chance for Colorado Hybrid Tag for Non-Res

In the Colorado proc it states that"Nonresident caps apply. Units with low numbers of available licenses may not have any remaining for the hybrid drawing"

I am wondering about putting in for unit 10 in the Hybrid Draw, but if it is not possible because of unit caps for non-residents, there is no reason to let Colorado keep an extra couple hundred bucks of mine for a few months by putting in for a bull tag instead of a preference point.

Can anyone clarify this for me?

You are correct to believe that you won't really have a chance as a non-resident. The 20% non-resident quota will always be met before the hybrid draw occurs, because the hybrid draw is last. Check out this link that explains how it works.
