Actually that's the way it works, the hiway dept has to have a certain number of deaths to justify fixing a corner or intersection ect.

I sit on the board of our local irrigation district and we're going through a loss of life study to determine how many people would die if our dam failed. this determines the amount of money spent, or as they say the extent of the repair by the BOR SOD act in relation to the number of dead. if cost were no object it would just be fixed to where nobody would die.

we survive pretty good so it works out ok I guess.
