Wyoming has party applications of up to six for deer, elk, and antelope. If the party goes into a PP drawing, G&F averages the total points for the party and doesn't round up or down. Two guys with 3 and 0 points would go into the draw as 1.5 PPs, for example. They would be drawn for their first choice before someone with fewer PPs than that. That's why many people get confused when they look at the draw odds for previous years and a line might show <3. The < means "less than". For deer, elk, and antelope you get the tags even if your group would take the number over the unit quota. Not so in the other draws because there are a lot less tags drawn for the other animals in each unit.
