Hopefully someone can educate me... on the leftover lists, there is a list for Cow/Calf Elk and then there is the Elk list which includes Antlerless elk tags. These are separate tags right? why are they listed on the other list? Or is the cow calf list a reduced price list?

Secondly, when leftovers go on sale... is it just a first come first serve? First Call first get?

The type 4 antlerless ones are full price ($577 for NRs), while the other type 6 ones on the cow/calf reduced price list are a lot cheaper and you can buy two of them. You can only have one full price license in a calendar year.
