I have been getting points in utah for a while now only purchasing a lic every other year because of the lic being good for 365 days from purchase. This year I put in for a bull tag early Feb with my current lic expiring towards the end of this month. If I was to draw the tag would I be rejected because I didn't have a valid lic? Or would I be charged for the tag but just need to purchase the 65 dollar lic before actually hunting? Thanks

I'm not 100% sure about the actual hunt, I would have to look that one up in the proclamation to be sure. It is my understanding that you wouldn't need to purchase that license before hunting. But again, that's just my understanding. I would look that one up to be sure before I went hunting.

Actually, you do not have to have a hunting license for a big game hunt. You only have to have a valid license to APPLY for the big game permit.
Per page 29, 2013 Big Game Field Regulations Guidebook:
"You must have a current Utah hunting or combination (hunting and fishing) license before you can apply for any big game permits, bonus points or preference points. .....
As long as your license was valid on the date you submitted your application, you don't have to purchase a new license for the actual hunt."
