I know for sheep, hunt codes with only 1 ram tag are res only. So, smart NR applicants will only apply for ram hunts that have at least two tags. And, the NR preference tags fill first and could take that only tag before an NR would have a shot at a random ram tag for that unit. So, don’t pick the highest demand units (with only 2 tags) either if one wants an NR ram tag as that unit will close to NRs if the highest point guys take their preference tag in that unit.
But, still 10% NR max for sheep overall.
Not sure about other species. Maybe it is 10 minimum for other species, I can’t say.
