It depends on how many species you can get points for. I think you have to take the cost divided by species to see what is the most economical.
In UTAH, you are basically stuck with only 2 species (1 OIL and 1 Deer, Elk or Antelope). If they go to a $75 license and keep your choices to 2 @ $5 each, that will be $42.50 per species
In this scenario, Wyoming is pretty expensive ($295 for all 5 species) at $98.33 per species.
If you don't buy a license the year before in Colorado, it has gone up to $20 per species, very reasonable.
