BlackTimber- I think he means that the majority of the increases will go to the Primitive Weapon hunts. Rifle gets 60% of the tags and on many units there has never been a primitive hunt (for seperate tags). So Say for example that unit X had 40 any weapon tags last year, and the overall tags numbers for unit X are raised to 50 this year, then rifle hunters will now only see 30 permits, while bowhunters will get 12.5 permits and ML hunters get 7.5 permits. (I don't know how they deal with .5s or such). That means that the Primative Weapon hunts get the new increase plus some.
As to the price increase, well think about this scenario.
Unit Y had 50 any weapon resident tags in 2003. That means Unit Y had 5 NonRes tags.
Now in 2004 Unit Y has 50 resident tags total. 30 Rifle Resident tags and NonRes 3 tags. 12-13 Archery Res tags and 1 NonRes tag. 7-8 Res ML tags and 0 NonRes tags. Now unit Y only has 4 NonRes tags.
This means that there will be Less NonRes Tags in past years because the splits, Rifle/ML/Archery, now lower the NonRes percentage totals. This causes a decrease in revenue, thus the need for an increase in license cost.
